通过建立基于创新价值链的效率评价模型对产业的创新效率进行分析，运用网络DEA方法对整个创新网络以及各个创新环节的创新效率进行测度。实证结果表明：我国医疗器械产业整体创新效率较低；从创新价值链内部看，知识创新、产品创新、绩效创新的效率呈明显递增趋势；产业创新价值链体现了“木桶原理”的特性，并且资源投入不尽合理，在研发经费和人员的投入上存在明显冗余。在此基础上，进一步提出相关改进的政策建议。

This paper analyzed the innovation efficiency of Chinese medical equipment industry by created a efficiency evaluation model based on the innovation value chain, and then estimated the innovation efficiency of the innovation network and the innovation link. The result showed that the innovation efficiency of Chinese medical equipment industry was low, the innovation efficiencies of knowledge innovation, product innovation and per- formance innovation presented obvious increasing trend, the innovation value chain reflected the characteristic of the Cannikin Law, and the input re- source was not reasonable, the input of R＆D expenditure and personnel were obviously redundant.
