该文在总结大同市土地利用总体规划中耕地保护目标编制的经验和不足的基础上,参考以前成功的规划经验,利用大同市历年统计资料,通过对大同市社会经济数据进行分析,最终测算出规划期末大同市应该保有的合理的耕地面积。预测结果：2010年大同市的耕地保有量为37.3450万hm^2,比基期2004年减少0.8540万hm^2;2020年为35.2002万hm^2,比基期2004年减少2.9987万hm^2。
英文摘要：
On the basis of summarizing the experiences and deficiency in working out targets for arable land protection of Datong City in the general plan of land utilization and consulting with previous successful planning experiences, this paper uses statistic datum of past years, carries out analysis on social and economical datum of Datong City and finally ciphers out the rational arable land areas which Datong City should retain at the end of plan period. The forecast indicates that in the year of 2010, the arable land retain quantity of Datong City is 373,450hm^2 , which is 8,540 hm2 less than the figure in 2004; in the year of 2020, the retain quantity is 352,002 hm^2 , which is 29,987 hm^2 less than the figure in 2004.
