城市土地集约利用是城市土地管理的核心,正确认识其内涵,建立科学的集约度评价指标体系是城市土地管理决策的必要前提。运用文献资料法、综合分析法,对城市土地利用集约要素直接和间接投入的双重性进行研究,研究结果表明:任何能够增加土地投入水平、提高土地产出效益的城市土地利用行为或措施均应纳入城市土地集约利用范畴;同时构建了城市土地利用集约度评价指标体系,该体系从城市建成区、城区用地类型区、宗地3个空间尺度,由土地投入水平、土地利用强度、土地利用效率3个方面的指标共同构成,较好地体现了城市土地不同空间层次的区位特点和不同用地类型的差异。
The paper defines the connotation of intensive urban land use on the study of direct and indirect investment in urban land use. The result shows that any action that can improve the level of investment or heighten the efficiency of land use can be categorized as intensive urban land use. The evaluation index of urban land use intensity established three spatial scales (city, site and parcel, and comprises of three components) the level of investment in land use, the degree of land use and the efficiency of land use. The evaluation system can show different spatial locations and different uses of an urban land.
