城乡统一建设用地市场相较于城市建设用地垄断流转以及城乡建设用地市场双轨运行所产生的社会福利更高。构建城乡统一建设用地市场能够推动我国建设用地市场化机制的发展,实现非农建设用地资源配置效率的帕累托改进。根据土地利用规划将城乡统一建设用地市场的运行空间划分为城镇规划区内及城镇规划区外,采取差别化的方式对农村集体建设用地市场与城镇国有建设用地市场进行对接与整合。
The results show that compared to the monopoly rural-urban land conversion and double-track operation, a unified market of urban and rural construction land can bring higher social welfare; establishing a unified construction land market can promote the development of construction land marketization in our country, and can realize Pareto improvement of the construction land allocation efficiency. We design differential mechanisms of the linking and integrating of urban and rural construction land markets for the inner and outer urban planning zone, based on land use planning which allocate the running space of the unified urban and rural construction land market.
