Strategic emerging technology is the precursor and fundamental support of China＆#39;s cultivation and development of strate-gic emerging industries. It is also the aggregation of high technology that leads and supports the development of strategic emerging in-dustries of a country or region in a certain period. The development of strategic emerging technology, which is a complicated system project, should follow the principle of systematicness, objectivity, consistency, purpose and sustainability. According to the innovation degree of technical development, strategic emerging technology can be divided into several categories like core technical development, supporting technical development and technical transformation etc. corresponding to different development subject. On this basis, we can build an integrated model of strategic emerging technology which includes government, industry, university, research institution, and provide specific organizational strategy. It has practical significance to China＆#39;s strategic emerging industries.
