基于公交微观尺度，从安全性、方便性、可靠性等6个方面构建了城市公交服务质量评价指标体系，利用改进的模糊综合评价模型（AHP--FCE），对衡阳市宏观和微观两个层面的公交服务质量进行了探讨，结果发现：①宏观层面公交服务质量为一般，具备方便、迅速、经济等特点，但难以满足安全、舒适的乘车要求，可靠度较低，契合衡阳市公交服务现状；②公交服务质量与人口分布、道路通达性、线路密度等要素密切相关；③呈以火车站、华新客运站、酃湖客运站为中心，向四周梯度降低态势，符合核心一边缘理论；④城区边缘区存在“有路无车”的大片公交服务盲区。

Based on Micro-scale,building a quality evaluation index system of urban public transport services from security,con- venience, reliability, swife,eeonomical,eomfortable by using the improved AHP--FCE,and then studied the quality of public transport services on both macro and micro levels of Hengyang,The results show that：①The quality of public transport services on macro levels are general, possess the characteristics of high convenience, rapidity and economy, but other three subsystems are low② Population distribution, road accessibility, line density and factors are closely related to bus service quality;③ The spatial pattern is rendered as coreedge theory, ④There are large blind area of bus service in Hengyang urban fringe.
