R＆D预算资金的分配直接关系到企业研发资金的使用效率以及研发项目的成功与否。针对现有研发预算方法的缺陷和研发所具有的高度不确定性的特征，提出基于价值链的研发预算资金分配模式，并具体分析了引入价值链对R＆D预算资金分配的影响、特点以及实施的具体方法和步骤。该模式以对价值链的分析作为起点，将研发项目是否符合企业的价值链作为其能否立项的标准之一，使研发项目以市场为导向并较好地体现公司的战略，同时通过对研发各个阶段内部价值链的分析，将研发预算配置给研发价值链中的关键性活动，并通过引入门径管理流程来对预算进行动态调整，体现了研发预算对环境变化的适应性。
英文摘要：
The allocation of R＆D budget fund is highly related to the use efficiency of R＆D fund and the success or failure of R＆D project. Aiming at the weakness of current budget method and the high uncertainty of research and development activity, the paper puts forward the R＆D budget fund allocation model based on value chain theory, analyze the effect and characteristics of R＆D budget fund allocation after introducing value chain theory, and specify the method and steps how to implement the model.
