英文摘要：

This paper uses economics theory to analyze the three influence mechanisms of environmental regulation policy, namely price transmission, market access and quantity control mechanism. Specifically, the price transmission mech- anism mainly affects the production cost of enterprises and leads to changes in product prices, market access mechanism mainly affects the market threshold by improving environmental performance standards, and quantity control mechanism improves the environment performance of existing enterprises by controlling the number of polluting enterprises. The joint effect of the three mechanisms can both promote enterprises competitiveness and realize the goal of environmental regulation policy. In addition, this paper also analyzes the transition mechanism of environmental regulation from short-term to long-term, which is helpful for relevant decisions.
