Earthquake emergency plan is an important part of earthquake emergency rescue , it is an operational guide for sudden earthquake disaster emergency response and whole process management .The effect and applica-tion status of earthquake emergency plans were described , and the significance of plans digitization was pointed out.The key technologies of earthquake emergency plan digitization were discussed from the aspects like formal de -scription of earthquake emergency plan , digital modeling , and integration of earthquake emergency plan digitizing system with other earthquake emergency systems .
