农业科技发展的金融支持需要充分发挥市场融资机制、政府支持机制和社会参与机制的协同效应,激发社会资本参与农业科技投入的积极性。湖南是传统农业大省,拥有实力雄厚的现代农业科技龙头企业。近年来,农业科技发展较快,多元化融资需求呈增长趋势。区域金融对湖南农业科技的支持力度不断加大,但是依然存在市场机制不完善、政府机制未充分发挥、社会参与机制不足等问题,主要表现在融资渠道单一、农业科技企业直接融资比例低、科技金融产品创新不足、农业科技保险缺失、农业科技金融政策协同不足、农村合作金融发展滞后等方面。因此,针对湖南农业科技金融发展现状和问题,提出建立农业科技与农业金融的协调机制、鼓励与现代特色农业科技和科技园区农业项目相结合的金融创新、营造良好的现代农业科技金融生态环境、大力培育和建设农业科技金融人才队伍等相关对策建议。

Financial support for the development of agricultural science and technology requires the integration of a fully functioning financial marketing system, a privately participating financial system, and a supporting government policy system to attract more private investments. Hunan is a big traditional agricultural province with many large powerful agricultural companies. In recent years, the rapid development of agricultural science and technology in Hunan Province shows a growing trend of diversified financing needs. Even with growing investment from local sources, the development of agricultural science and technology still faces many challenges, including inadequate market mechanism, insufficient government mechanism, lack of social participation, limited financing channels, low proportion of direct financing, lack of innovation of financial products, and lack of agricultural science and technology insurance. To copy with these challenges, this paper suggests： to establish coordination mechanism between agricultural science and technology and agricultural financing system, to encourage financial innovation to reflect modern features agricultural science and agricultural demonstration zone, to create a favorable financial ecological environment, and to cultivate agricultural science and technology finance personnel.
