Sci-tech finance developed Areas has certain location advantages. There are many factors that work on the locationadvantages of sci-tech finance, but the arrangement of system is playing an important role. This paper analyzes the influence on theinstitutional factors which impact on the location advantages of sci-tech finance from these angles： the government-led investmentsystem in science and technology, the line management system in banking institution, the regional credit system, the personnelsystem, the supervision system and the construction of the sci-tech financial serviceability of government. At the same time, thispaper proposes some countermeasures such as giving flexible policy in sci-tech loan, promoting the construction of the serviceplatform of sci-tech finance and strengthening the construction of personnel system and regional cooperation.
