In order to go deeper into the issue of modern public management, this paper reviews the development of the theories and practice of modern public management to provide basic foundation and material for further research and discussion. Firstly, a distinction will be made between the different developmental stages of the theories and practice of international public management. Based on this, the basic tendencies for the development of modern public management will be revealed. Then the dominant theories of public management will be reviewed. Finally, the practice modes of public management will be summarized and commented on.
