Philanthropic donation abroad seems unimportant but it plays a great role in stabilizing the Western society. This article analyses some existing problems in this aspect in China. And then based on the concrete conditions in China in her transitional period, the article puts forward some constructive suggestions and valuable ideas to improve the management in the field of third distribution.
