公民环境教育与生态文明建设有着一种天然的耦合关系。在人类社会由传统的农业文明、工业文明向生态文明挺进的历史进程中,公民环境教育被赋予对公民进行环境教育,保护自然和人文生态,践行环境伦理,培植生态文化,造就＂绿色＂旅游消费者和＂绿色＂公民的历史责任。而现阶段公民环境教育面临的诸多机制问题又妨碍了其应有功能的发挥。公民环境教育要不辱使命,就必须在如下子机制建议方面完成机制的系统再造,实现质的飞跃：政策法规调控约束机制,经费保障机制,环境教育内容和形式的系统规划机制,公民环境行为的监控和奖惩机制,环境教育主体的联动参与机制,公民环境教育的科研保障机制。

英文摘要：

there is a natural coupling relation between the citizen environmental education and the construction of ecological civilization.Specially,during the evolving process from traditional agriculture civilization and industry civilization to ecological civilization,the citizen environmental education is summoned to play the role of historical responsibility to exert environmental education on citizens,protect the nature and the humanity ecology,practise environmental ethics,cultivate ＂green＂ tourism consumers and ＂green＂ citizens.Yet,the present questions in the mechanism of environmental education do prevent the realization of the above mentioned functions.In order to make environmental education fit for its tasks,it＇s necessary to systematically reconstruct the very education mechanism which consists of such sub-mechanisms as policy and law regulation mechanism,the financial supporting mechanism,the systematic plan mechanism of the content and forms of environmental education,the mechanism of monitoring rewards-and-punishment on the citizen＇s environmental behavior,the mechanism of the coaction between the environmental education subjects and the wide society participation,and lastly the mechanism of support from related scientific research.
