Xin-Yong Dong was born in Shandong, China, in 1975. He received the B.Se. degree in physics education from Qufu Normal University, China, in 1996, and the M.Sc. and Ph.D. degrees in optics from Nankai University, Tianjin, China, in 1999 and 2002, respectively. He joined Department of Electrical Engineering, the Hong Kong Polytechnic University (HKPU) as a research assistant in 2001. From 2002 to 2006, he was with Network Technology Research Centre, Nanyang Technological University in Singapore, first as a research fellow, then as a SMF postdoctoral fellow. After that, he rejoined I-IKPU as a postdoctoral fellow and left there to join College of Optical & Electronic Technology, China Jiliang University, Hangzhou, China, in 2008. Currently, he is a professor and also the Director of Institute of Optoelectronic Technology at the same university. So far, he has published more than 130 intemational journal and conference papers.. His current research interests include optical fiber sensors, fiber grating technologies, fiber lasers and photonics crystal fiber based devices. Prof. Dong is a member of IEEE LEOS. He was awarded URSI Young Scientist Award in 2005, Singapore Millennium Foundation (SMF) Postdoctoral Fellowship in 2004, and WANG DAHENG's Optical Prize of the Chinese Optical Society (COS) in 2002. Hwa-Yaw Tam received the B.Sc. degree in 1985 and the Ph.D. in 1990 in electrical and electronic engineering, both from the University of Manchester, UK. From 1989 to 1993, he was with Hirst Research Center, GEC-Marconi Ltd., UK, first as a research scientist, then as a senior research scientist working on wavelength-division multiplexing systems, high-speed optical communication links and erbium-doped fiber amplifiers. He also worked briefly for Marconi-Italiana of Italy as a consultant before joining the Department of Electrical Engineering, HKPU in January 1993. Currently, he is a professor with Department of Electrical Engineering, HKPU. Prof. Tara is also the Director of the Photonics Researc
