随着社会转型期利益主体日趋多元化,城乡规划决策正在成为协调社会不同利益的重要方式,其正义性和民主性为各方利益的实现提供了保障。文章分别从激励不相容导致决策失误、约束欠缺导致决策权力失范、协调不足产生决策部门裂化等方面阐述了目前我国城乡规划决策机制所面临的困境,在契约理论的逻辑框架下,提出建立健全激励机制、设立权力责任清单制度和建立合作协商制度等优化途径,以期为我国城乡规划决策机制的改进提供借鉴。

Democracy and faimess in decision making of urban planning guarantee the benefits of different stakeholders. The paper analyzes the problems in current decision making mechanism, proposes correspondent suggestions including integrating incentives, setting up power-responsibility inventory system, and establishing collaboration system.
