Comprehensive planning plays an irreplaceable role in the process of urban construction and urban management,which is also an important public policy on the city development.With the socio-economic transformation,the urban comprehensive planning faces more and more difficulties because of its non-adaptive,particularly,the timeliness of urban comprehensive plan is being queried.This paper based on the understanding of the timelines of comprehensive planning on the views of plan formulation,deeply analyses the origin of the out of timeliness of comprehensive planning,tries to put forward the solutions to improving the timeliness of the comprehensive planning,such as updating the urban planning theory,renewing the planning contents,reforming the organization of planning formulation,improving the planning methods and so on.
