面对日益高涨的社会公正诉求，城乡规划体制如何变革是当前规划界面临的一个重要课题。基于当代西方正义理论及其论争的简要梳理，结合转型期我国社会公正和规划公正问题分析，可以认为社会权利失衡下的精英结盟是导致社会公正问题产生的主要原因。基于社会权利均衡，研究从建构权利均等的规划体制、完善民主的规划决策机制和建立公正的规划程序规则三个方面，对我国城乡规划体制、机制创新进行探讨，以期促进我国城乡规划事业健康发展。

Social justice appealing escalation calls for planning system reform to respond to the situation. Based on the review of modern western social justice theory and arguments, the paper ascertains that social right imbalance backed elite alliance is the underlying reason for social injustice in China today. The paper studies urban planning reform from establishing equal-right planning institution, democratic decision-making mechanism, and impartial planning procedure, to promote healthy urban planning development.
