The motivation of farmers＇ cooperatives comes from the pursuit of potential profits.The probability of the profits lies in the heterogeneity of members and the external environment.The reduction of membership heterogeneity is the internal condition of cooperatives to achieve ＂the weak union＂,and the market environment,policy environment,financial resource allocation mechanism and cultural structure are the external conditions to obtain the potential profits.Compared with the cooperation and Taiwan farmers＇ practice, ＂the weak union＂ is quite difficult for Chinese mainland.It is necessary to insist on the professional and cooperative nature of cooperatives,perfect the cooperative governance system,optimize the external environment,improve the policy environment,perfect the financial resource allocation mechanism and guide the cooperative society to adapt to the changes of market environment.
