为改善我国内陆地区产业 R&D环境,基于已有研究成果,从科技人力资源、R&D配套服务、知识产权与专利保护、经济与社会发展和政府政策支持5个维度构建了产业R&D环境满意度指标体系。基于重庆、四川和陕西等中西部七省市产业发展实践,选取七省市IT 产业R&D机构和相关企业作为问卷调查对象,利用SPSS18.0对156份产业R&D环境满意度调查问卷进行因子分析和回归分析。实证结果表明:科技人力资源和R&D配套服务对中西部地区产业R&D环境的改善作用明显高于其它3个维度,且R&D人员总量、R&D资源开放与共享、成果交易市场完善程度、经济发展水平和人才引进政策等10个二级变量与IT产业R&D环境满意度显著正相关。最后,提出了改善我国中西部地区IT产业R&D环境和提高区域技术创新能力的对策建议。
For the purpose of improving inland industrial R&D environment ,based on the research outcome so far ,we estab‐lished the index system for industrial R&D environment satisfaction from five dimensions ,w hich include scientific human resources ,R&D supply supporting and services ,intellectual property ,social economic development and governmental policy support .Based on the industry development practice which has covered 7 provinces in Midwest such as Chongqing ,Sichuan and Shanxi ,w e selected IT industrial R&D institutions and relevant enterprises as survey respondents from these prov‐inces ,and give analysis for the 156 questionnaire by means of factor analysis and regression analysis using SPSS18 .0 .The empirical results show that :the effect that scientific human resources and R&D supply supporting and services played sig‐nificantly larger than 3 other dimensions .And 10 secondary variables ,such as R&D personnel quantity ,R&D resources o‐pening and sharing ,the fair market level ,level of economic development and introducing talents policy are the main influ‐ence factors that significant positive correlation with IT industrial R&D environment satisfaction .Finally ,we proposed countermeasures and advices for improving IT Industrial R&D environment in China's Midwest area and boosting regional technology innovation ability .
