The article tries to interpret the whole process information management intention from four aspects ：the explicit management objectives, the diversified manager, the whole process of management activities and the information management mode;And based on these mentioned,we have established the management system of the whole process management in environmental facilities,and then given the detail analyses of the information management process;finally,from establishment of a good information environment, clear the relationship of right and interest of the main body and improvement of environmental management policies in three aspects,we have achieved the path of the whole process information management of environmental facilities, which can mend the pace of our achieving the environmental governance goals in our country.
