餐厨垃圾具有资源性和危害性,对其进行回收利用管理既可改善环境卫生,也可“变废为宝”促进循环经济发展.日本的循环经济位居世界前列.通过分析日本餐厨垃圾回收利用管理经验,结合我国餐厨垃圾回收利用管理现状,提出应制定针对餐厨垃圾管理的国家层法规,地方政府宜成立区域监管小组;加强监管及宣传教育,鼓励项目多元融资、分级收运处置等相关建议,以期提高我国餐厨垃圾的回收利用率.
Food waste is resourceful and hazardous, therefore, its recovery and utilization management not only improves environmental sanitation, but also turns waste into treasure so as to promote the circular economy development. Japanese circular economy is in the top of the world. Integrating the present situation in China with Japanese experiences, authors put forward suggestions in order to improve the utilization of food waste recycling. Suggestions are as follows: China should set national-level food waste regulations ; and local governments should set up regional regulatory group to strengthen supervision and education, encouraging project multiple financing, grading food waste in collection transportation and disposal.
