Food waste is resourceful and hazardous, therefore, its recovery and utilization management not only improves environmental sanitation, but also turns waste into treasure so as to promote the circular economy development. Japanese circular economy is in the top of the world. Integrating the present situation in China with Japanese experiences, authors put forward suggestions in order to improve the utilization of food waste recycling. Suggestions are as follows： China should set national-level food waste regulations ; and local governments should set up regional regulatory group to strengthen supervision and education, encouraging project multiple financing, grading food waste in collection transportation and disposal.
