In this paper,the PPP project＇ s multi -subjects of urban sewage treatment were defined. By extending the momentum theorem in physics to the economic and management sphere ,organizing the synergy between each main object in the system, analyzing the overall servo process with the order parameter functioning in the whole system, the paper established the self-organization movement model and revealed the foundation of multi-subjects synergy in the sewage treatment project under PPP mode, achieving the self-management of all the participants.
