农地游憩价值是农地资源价值的重要组成部分,通过对农地游憩价值的评估,可以促进城郊农地的合理有效利用,为纠正市场配置农地资源失灵提供理论依据。本文以天津市西青区杨柳青庄园和水高庄园为例,通过问卷调查共获得765份有效样本数据,运用改进后的旅行成本法,在剔除了非游憩价值部分和评估区域内非农地部分,分别对比评估了两庄园内农地的游憩价值。结果显示,杨柳青庄园和水高庄园游客的人均消费者剩余分别为86.98元和94.15元,人均旅行费用为386.16元和322.03元;杨柳青庄园农地年游憩价值为2.62亿元,单位面积游憩价值为628.90万元/hm2;水高庄园农地年游憩价值为2.19亿元,单位面积游憩价值为241.54万元/hm2。
Recreational value is a very important component of agricultural land value.Evaluating farmland recreational value promotes the reasonable and effective utilization of suburban agricultural land resources.Here we used 765 questionnaires from visitors to Yangliuqing and Shuigao Manors in Xiqing district,Tianjin.The advanced travel cost method was used to evaluate the agricultural land recreational value of those two leisure farms.We eliminated the recreational value from the investigation of some recreation facilities.The evaluation results shown that visitors' mean consumer surplus was 86.98 CNY per capita,and the mean travel cost was 386.16CNY per capita to Yangliuqing Manor.The recreational value of agricultural land in Yangliuqing Manor was 262 × 106CNY in total and 6.29 × 106CNY per hectare.Visitors' mean consumer surplus was 94.15 CNY per capita,and their mean travel cost was 322.03CNY per capita to Shuigao Manor.The recreational value of agricultural land in Shuigao Manor was 219 × 106CNY and 2.42 × 106 CNY per hectare.There was a distinct difference in the evaluation results,although the recreational function of the two manors was similar.The recreational value of agricultural land in the manors was not only related to landscape,area and planted crops,but also farmland,mountain,river and lake characteristics.The recreational value of agricultural land in urban suburbs is much higher than its economic value and should not be ignored by policymakers when determining farmland preservation programs.
