The toughness of steel decreases as temperature drops, its breakage transfers from plasticity to brittleness and the loading capacity is controlled by the toughness, not the strength. This paper experimented with the fracture behavior of steel structures at low temperature with the criteria of crack tip opening displacement (CTOD), and proposed a design method for the resistance of fracture for steel structure. This method took the max loading resistance including the increase after the crack extension, considered the influences of temperature and thickness, and introduced the crack extension parameter to coincide the calculation with the experimental results. This design method could be applied in the fracture prevention design and could be used as the basis for further research.
