围填海造地土地产品合理定价,是约束和调整围填海规模,减少和防止围填海过程中的资源浪费和生态破坏,实现海洋资源高效配置的重要保证。基于资源的边际机会成本理论,从价格管理的视角分析围填海造地价格构成,认为围填海土地价格应包括边际开采成本、边际使用者成本(海域使用金)和边际生态成本,并以胶州湾西海岸某围填海工程为例,得出该地区围填海土地价格为424.5万元/hm2~722万元/hm2,远低于该地区实际土地拍卖价格。最后,提出完善我国围填海造地定价机制的政策建议。
The reasonable price of reclamation is the important guarantee of restraining and adjusting reclamation scale, reducing and preventing resource waste and ecological damage in the process of reclamation, and optimizing the allocation of marine resources. With the theory of resource marginal opportunity cost, this paper analyzes the price structure of reclamation from the perspective of price management, suggesting that reclamation land price should be made up of marginal exploitation cost, marginal user cost (sea-use payment) and marginal ecological cost. Meanwhile, taking a reclamation project on the west coast of Jiaozhou Bay as an example, we come to the conclusion that the reclamation land price of this area is RMB 424.5-722 yuan/hm2, which is far lower than actual land auction price in this region. Finally, we put forward some policy recommendations for improving reclamation pricing mechanism.
