The paper takes the supply chain which the food formed in the circulation link as the breakthrough point to point out problems existed in the current two single -regulations in the food quality and safety supervi-sion.The supervisions include government regulation and non -government supervision .Government regulation as the main body cooperates with non -governmental regulatory .Meanwhile , the two methods are combined and aided by related technology to form the four dimension food safety regulatory framework .Each link in the food supply chain may lead to food safety problems and relevant regulatory measures are put forward .
