The idea of estimating the network complexity is put forward for reviewing the anti-disaster ability from the whole structure of the lifeline. The amount and the infecting scope of the substructure were confirmed through the analysis of the network structure, and then the complexity was realized, furthermore, the weakening of key nodes was concerned from the thinking of the disaster reduction management. The estimation model of network complexity was found, which was made to be the basis of net form predigestion and guiding the optimal management. The further research on reasonable scope of the network complexity is needed.
