Wuling Mountain Economic Cooperative Region is the national strategic area that suits the requirements of the state council to coordinate the development in border areas of Yu（Chongqing city）,E（Hubei province）,Xiang（Hunan province） and Qian（Guizhou province）and the Strategic choice to promote coordinated development between central and western regions.As a economic cooperative region which Cross-administrative regions number and cross-unit-level are most at present.The special geographical environment and administrative region have a tremendous impact on cooperative region development.Therefore,the article studies on the perspective of how to break the restriction which administrative region economy caused,with a view to provide useful strategic proposals for promoting the coordinated,rapidly,healthy and sustainable development in Wuling Mountain Economic Cooperative Region.
