基于SCL法的生产企业安全管理评价模型及应用

生产企业安全管理评价对提高企业的安全管理水平具有重要意义.根据生产企业安全管理系统的特点,运用系统安全分析方法将生产企业安全管理系统分解为人、机、料、法、环五个子系统,运用半定量SCL法确定各个子系统的安全等级,然后运用加权平均法得到生产企业安全管理系统的总体安全等级,最终将该生产企业安全管理评价模型应用于某化工企业.分析结果表明:该化工企业安全管理系统的安全评价分值为62.7,其安全等级为三级,属于临界安全级,应从人、机两方面采取相应的安全管理措施提高其安全管理水平.

英文摘要:

It is very important to improve the safety management of productive enterprise by using the safety management assessment. According to the characteristics of safety management system of productive enterprises, safety management system of productive enterprise can be divided into five subsystems such as “human, machine, material,method and environment ” by using system safety analysis methods. The safety grade of each subsystem can be determined by using semi quantitative SCL method,and then the overall safety grade of safety management system productive enterprise can be gotten by using the weighted average method. Eventually, this safety management assessment model was used to assess the safety management condition in a certain chemical company.The results show that the safety evaluation score of the chemical company's safety management system is 62.7, and its safety grade is three, belonging to the critical safety level. So some safety management measures should be taken from two aspects such as “human and machine” to improve the condition of the safety management of this company.
