英文摘要：

Considering time changing and subjects varying,this paper proposes a dynamic group evaluation method.Firstly,this paper improves the reliability of results by measuring the vertical and horizontal conflicts of evaluation opinions. Secondly,for variable subjects,this paper chooses time effect based on the consensus with evaluation opinions for fixed subjects to realize the comparability of evaluation opinions on different time dimensions. Thirdly,the results are integrated and compared by decomposing the opinions into time effect,individual effect,basic effect and conflict effect.Finally,an application example shows feasibility of the proposed method.
