产业发展是实现经济持续增长的推动力,同时也是产生环境污染的主要载体,产业结构调整与优化升级是减少污染排放、改善环境质量的重要举措。运用投入产出分析技术,以广西钦州市为例将工业总产值、环境污染排放量、水资源利用量、废水污染治理费用及行业生态受损度等影响水环境的产业结构调整因子纳入模型,建立产业结构调整优化与水环境污染控制相协调的机制,以经济效益最大化、生态环境效益最优化为目标,探讨不同经济发展模式下行业结构调整对环境污染控制的影响程度及协调性。结果显示:未来钦州市按照年均13.4%的高速发展模式进行产业结构优化调整,既能保障经济实现跨越式发展,又能达到COD排放总量最小化的目标要求,为区域经济又好又快发展、环境质量明显改善提供决策依据。
Industrial development is a driving force for sustainable economic development,as well as a main carrier for producing environmental pollution.The adjustment,optimization and upgrading of industrial structure play important roles in reducing pollution emissions and improving environmental quality.The input-output analysis is employed to incorporate these quotas into the model,including total industrial output value,utilization of water resources,wastewater pollution control and degree of ecological damage.The coordinated mechanism,aimed at maximizing economic benefits and optimizing eco-environmental benefits,has been established to adjust and optimize industrial structure and control water pollution,and to probe into the influences of industrial structure adjustment on environmental pollution control and the coordination between them under different modes of economic development.The result shows that,a future optimization and adjustment of industrial structure in Qinzhou City,based on a high-speed mode of development with an annual growth rate of 13.4%,will both ensure a economic development by leaps and bounds and attain the goal of minimizing the total emissions of COD,thereby providing basis for the decision-making on sound and fast regional economic development and substantial improvement of environmental quality.
