加强产地监管是实现蔬菜安全生产、保障蔬菜质量安全的最重要手段之一。通过在山东寿光市的实地调研,描述性分析蔬菜产地的生产状况,并运用Logit模型对农户施药行为及影响因素进行分析。其中,违规的处罚措施和违规被发现的概率共同反映了产地监管的严厉程度,二者对菜农是否违规施药有显著影响;此外,户主种菜经验、家庭收入主要来源、蔬菜种植面积和蔬菜销售方式也是菜农是否违规施药的主要影响因素。针对目前产地监管不力和流通环节监管效率低下等问题,建议政府建立健全产地准出制度,从源头保障生鲜农产品质量安全。

英文摘要：

Strengthening origin regulation is one of the most important means to realize vegetable safe production and guarantee the quality and safety of vegetables. Through the field survey in Shouguang city, Shandong province this paper descriptively firstly analyzed the main vegetable production area condition, and then used the Logit model to analyze the pesticide application of famers and its influencing factors. Punishment and detection probability were found to reflect the sever/ty of origin regulation. The result showed that both of them had significant impacts on farmers＇ pesticide application. In addition, the farmers＇ experience, family income, vegetable planting area and vegetable sale-mode were also the main influencing factors. Considering the current inadequate and inefficient supervision of edible agricultural products, this paper proposed that the government should establish a sound production origin permitting system, which could ensure the quality and safety of fresh agricultural products from the source.
