Chang-Zhu-Tan＂3 ＋ 5＂ Urban Agglomeration is a new region unit for the new regional economy development strategy in Hunan Province, and studying the problems of their industry development will have an important and realistic meaning. The shift share analysis is used as a method to study the benefit and competitiveness of industrial structure in Chang-Zhu-Tan＂3 ＋5＂ Urban Agglomeration, and the result shows that the benefit and competitiveness level of industrial structure of the whole agglomeration is better than that of Hunan Province, but worse than that of the whole China. In addition, the result also shows that the benefit and competitiveness of industrial structure in the different cities of the whole agglomeration has a different feature. Finally, some measures about optimizing the industrial structure of Chang-Zhu-Tan＂3 ＋5＂ Urban Agglomeration are put forward.
