本文从组织竞争优势是否响应产业政策的角度,探讨产业政策的刺激输入对改变企业内部原有状态以及在形成、提升和深化组织竞争优势方面的作用。本文认为,产业政策通过提高企业的资源整合能力、产品经营能力和研发能力,形成产业的组织竞争优势。传统产业政策虽然推动了我国高技术产业的较快发展,但没有形成组织竞争优势。为了更好的形成、提升和深化组织竞争优势,应该制定和实施以能力培养为主的新型产业政策。
This thesis mainly deals with the effect of industrial policies on transformation of the original inner state of en- terprises, as well as its role in forming, improving and deepening organizational competitive advantages. All these issues are handled from the perspective of whether organizational competitive advantages respond to industrial policies. Meanwhile, this thesis shares the view that organizational competitive advantages of industries come into being via improving ability to integrate resources, research and development capabilities, managing abilities as well. Though traditional industrial policies give impetus to the relatively quick development of high-tech industries, organizational competitive advantages have not been formed yet. As regards how to form, improve and deepen organizational competitive advantages in a better way, new types of industrial pohcies whose main purpose is to cultivate abilities should be established and implemented.
