进入21世纪以来,高新技术在促进经济发展的因素中所占的比重越来越大,发展高新技术产业已经成为实施创新驱动战略、推动转型升级的必然选择。本文应用数据包络法对江苏省各市高新技术产业的综合效率、纯技术效率和规模效率进行了评价,结果发现除了徐州以外其他12个市都存在研发效率无效的情况,苏南五市和苏中、苏北的城市相比表现出效率更低的情况。在此基础上,本文从四个方面进一步探讨了相应的发展对策。本文的研究结论能够为江苏省各市高新技术产业研发资源配置结构优化和研发效率提升提供积极的启示,同时也有助于为政府职能部门的相关政策制定提供借鉴依据。

英文摘要：

Since high and new technology has become one of the most important factors of the Chinese economic develop- ment in the 21st century, it will increasingly be an inevitable choice for implementing innovation-driven strategy and promoting the transformation and upgrading industrial structures by developing hi-tech industry. This study, adopting the data envelop- ment analysis （ DEA）, evaluates the comprehensive efficiency, pure technical efficiency and scale efficiency of high and new technology in different distributes of Jiangsn Province. The analysis results indicate that, except for Xuzhou city, all of the oth- er 12 cities of Jiangsu province have the phenomenon of invalid R＆D, and specially the five cities of the south Jiangsu province （including Nanjing, Suzhou, Wuxi, Changzhou, Taizhou） and the cities of Northern Jiangsu province show lower efficiency. Furthermore, the study explores the corresponding development countermeasure from four aspects. The findings of this study can provide positive enlightenments for the optimation of R＆D resource allocation and the improvement of R＆D efficiency, and it also provides the references for the related government functional departments＇ policy-making.
