The imbalance between rural and urban development and the widening gap have become one of the prominent contradictions existing in China＇s economic life. The Eighteenth National People＇s Congress of the Communist Party of China pointed out that： to solve the agriculture, rural area and farmers＇ issue is the party＇s work priority and urban and rural integrated development is a fundamental way to solve the ＂three rural＂ issue.
