探索高校毕业生流动性规律是解决我国区域人力资源失衡、缩小区域经济发展差距的重要步骤,也是解决就业结构性矛盾的关键所在。采用2012年高校毕业生就业情况调查数据,通过构建区域流动性综合指数,定量测度高校毕业生在生源地和初次就业地之间的流动强度,并采用多元LOGIT模型分析区域经济特征、个体异质性特征等因素对高校毕业生流动选择的影响。研究发现:(1)我国高校毕业生初次就业流动表现出很强的区域特征和粘性;(2)女性高校毕业生特别是中西部女性生源具有更强的"滞留"性;3)高学历和研究型院校的生源具有更强的流动性,但是对于中西部来说这种"高级"生源的出逃将对本地人力资本的形成造成阻碍;(4)稳定就业对中西部生源的本地就业并没有形成吸引力。文章为指导高校毕业生就业区域选择以及促进区域协调发展的政策制定具有一定的启示。
Exploring the College graduates' liquidity is an important procedure to solve the regional human resource imbalance,narrow the gap between regional economic development,and solve contraction among the employment structural problems. In this paper,with the data of the employment of college graduatesin 2012,we set up the regional mobility index for quantitative measurement of graduates' flowing intensity between the college place and their origin place,then we use multivariate LOGIT model to analysis regional economic characteristics,individual heterogeneity characteristics and other factors acting on the flow of college graduates choice. Our study has found:( 1) The initial employment of college graduates showed a strong flow of regional characteristics; 2) Among the college graduates,the female,especially in the mid- west region,have a stronger"stranded"nature;( 3) The students of high education level and from the research institutions have a stronger liquidity,but in the mid- west region,the fleeing of these students would obstruct the formation of local human capital;( 4) The stable employment was not attractive for mid- west region students to work locally. This article offers a proposal for the choice of working place for the graduates,and the policy of balancing the regional development.
