Resource limitation has a profound influence on American public research universities, which is reflected in changes in financial efficiency, strategic orientation, environment adaptability, and education policy. In this paper we analyze the financial revenue and expenditure structure of the Univer- sity of California, Davis. We find that government decentralization enables multiple equilibria in univer- sity finance, resource competition promotes academic socialization in universities, and teaching en- hancement is the most important educational activitv in public research universities.
