Mathematical model of behavior probability was analysed,and the destination of system improving was found out,take fully account of expectancy and system cost,the conclusion that increasing the expectation of good behavior and reducing the expectation of bad behavior would be drawn.But as for the reality,the probability of bad behavior should be amplified,and the system return of good behavior should be increased or the system return of bad behavior should be reduce.
