In this paper, we analyze the characteristics of the intellectual capital system and the neighborhood system, and discuss the relation and structure of the main factors of the system. Based on these characteristics, we study the function and mechanism of the system, and found that the intellectual capital is a nonlinear system; the coordination and the matching of each main factor decide the exertive degree of the system function.
