The disabled of the countryside occupies 74.05% in the total number of the disabled in our country,and it is very obvious that the standard of their family life and living quality has fallen behind the living standard of the whole country.The development of the cause and the social security of the disabled in the countryside is lagging behind.To realize the equalization of the basic public service,firstly,we must adhere to the combination of the key security and the special assistance.Secondly,we should stick to the principles of the combination of the common system arrangement and the special system arrangement.Thirdly,we should include the disabled of the countryside in the social security system which covers the urban and rural residents.Furthermore we should provide the disabled in the rural areas with key security and special assistance.Finally to improve the weak position of the disabled in the countryside we should offer a strong and powerful system guarantee in order to achieve the goal of equality,participation and sharing together.
