The past thirty years of reform and opening policy has witnessed the ups and downs of China＇ s social aid system, which, with its undeniable experiences, is still confronted with various old or new issues in its anti -poverty campaigns. This paper casts a strategic review on the demands, resources and bottleneck of the system and defines its objec- tives, contents and main tasks. The paper proposes that China＇ s social aid system can be improved via four aspects ： management system, government grants, talents development and legislation guarantee.
