产学研合作是引领科技成为第一生产力的重要载体之一．但过去几年的实践经验表明．目前的这种合作方式由于主体归属于不同领域，在价值取向、管理制度、责任等方面存在碎片化现象．导致合作没有达到预期效果．在整体性治理理论视角下，提出了内部规范项目化运作、外部倡导跨界合作、向上建构新的责任机制、向下创新产品供给形式、动态上组建主动型的专门行政管理机构五个方面的对策，使产学研合作从碎片化走向整合化．

英文摘要：

The Industry-University-Institute cooperation is a kind of important supporter which can lead technology to become the first productivity. But, according to the past practice for years, there are still many fragmentation problems in such cooperation way among value orienta-tion, management, responsibility and so on, and the perceived effect of cooperation is not attained. Based on the perspective of holistic governance, the paper puts forward five countermeasures： in- ternal to standardize project operation, external to promote cross-border cooperation, upward to construct the responsibility mechanism, down to innovate products supply,and dynamic to set up actively special administrative agency, so as to orient the Industry-University-Institute cooperation towards integration from fragmentation.
