Designing the index system plays a core role in the process of government performance evaluation, and it needs a proper way to establish a scientific index system. In addition, we should coordinate the quantitative with the qualitative ones, traditional indexes with modern ones, positive indexes with negative ones, basic indexes with revised ones and process indexes with result ones.
