In order to better solve a series of complex decision problems due to the inefficiency existing in traditional initial water rights allocation, the fairness between the various stakeholders, limitation of the configuration method and imperfect supporting laws etc.,and according to the integrated process of the solution, it is concerned with the requirements of the system, and a MSDSS is developed.Based on the comprehensive integration theory of Tsien Hsueshen to solve the problem of complex giant system, this paper constructs HWMSE as a decision-making platform, and establishes the system architecture based on this platform.
