近年来,在创新驱动发展战略之下区域创新中的府际合作大量兴起。但对于地方政府参与创新合作是基于何种复杂逻辑的问题尚未得到解释。本文则从制度逻辑的理论切入,对成都经济区的案例进行了话语分析。研究发现,不同于以往的合作以“求同”的过程为主,在创新合作中还存在着一个“存异”的过程。具体表现为不同地方政府基于不同层次的制度嵌入性和自身认知图式的差异,产生了经济基础逻辑、创新禀赋逻辑、制度惯性逻辑和合法性逻辑等多重逻辑,进而实现了合作中不同的决策选择。一方面多重逻辑的存在促成了地方政府能够在创新逻辑不足的基础上,依然能够依据其他的逻辑加入创新合作的网络;但另一方面,创新合作的真正深入依然有待地方政府加强和发现自身参与创新的动力。
Promoted by the innovation-driven development strategy, intergovernmental cooperation becomes increasingly frequent in regional innovation. Although regional innovation is different from regional economy, existing studies did not explain the logic of the local governments who participate in the cooperation. This paper, based the institutional logic theory, conducted a discourse analysis of Chengdu Plain Economic Zone. It used the public texts on government websites as analysis samples to find out the institutional logic. It is discovered that, based on different institutional rules embedded and self-cognition, different local governments reflex different logic, including economic base, innovation endowment, institutional inertia and legitimacy. Base on different logic, the governments made different decisions. On the one hand, different institutional logic promote the participation of governments in the cooperation even though they do not have enough motivation on innovation. On the other hand, to have a stronger cooperation relationship, local governments should strength and rediscover their innovation logic.
