英文摘要：

The role of local government in the construction of regional innovation system is of great concern of scholars in the regional innovation, scientific and technological policy, policy network, and other fields. However, it is necessary to have cross-district cooperation due to the existence of scale effects and spillovers of science and technology innovation. This paper considered the relationship between overall structure and individual motivations in regional cooperation using the Framework of Institutional Collective Action, and proposed the framework and method to evaluate the cooperation in the cooperation zone by Inter-local Agreements and application in specific cases. The case of Chengdu Plain Economic Zone reveals the overall, individual and relative central position of regional cooperation in science and technology innovation, which are related to the characteristics of economic, social, political and other factors of the city.
