英文摘要：

The whole house owners＇ common pool resource is composed of co - possessed property needed by public location and cultural environment needed by public living space. So, the house owners＇ self - governance is in essence to carry out the self-governance of common pool resource by collective action, as is embodied in the voluntary participation of public affair administration. This paper finds out by studying the group norm that the cooperation of the whole house owners is the key to realize community self- governance. The main contents of group norm include strengthening cooperation, respecting those who are warm - hearted in collective career and cooperating beneficially. This paper analyzes the evolution mechanism of group norm which is based on the individual decision making and the mechanism of impacting house - owners＇ self-governance. Finally, it tests this theory with survey data.
