General Office of the State Council promulgated The guidance comments on regulating the establishment and operation of the venture capital guidance fund;it standardizes the operation of the guidance fund and strengthens the policy effect.How to assess the performance of venture capital guidance fund affects the policy effect,and its healthy development.Different from the commercial venture capital guidance fund performance evaluation of values,we propose the performance evaluation of values based on the policy effects.The first time,we establish the performance evaluation index system on government oriented venture capital guidance fund based on the policy effects,which develops a new perspective.At the same time,by the theoretical analysis of performance evaluation guidance fund,we establish the theory of the performance evaluation of government oriented venture capital guidance fund.
